During the early morning hours of August 26, Ellis initiated a routine traffic stop at 34th and Oklahoma in Woodward for a potential seat belt violation. The driver failed to yield, then entered the parking lot of a hotel located on Highway 183. After stopping, the driver engaged the trooper in gunfire and the trooper responded. The driver fled the scene in his vehicle to a residence in Woodward with the trooper in pursuit.   
 
Ellis was struck during the exchange. He was flown by helicopter to the OU Medical Center in Oklahoma City, where he is recovering.
 
The OHP Tactical Team was engaged, and along with local law enforcement officers apprehended the suspect at about 9:20 a.m. Sunday.
 
 
The suspect is identified as Arturo DeJesus Ramirez, 26. Ramirez was injured during the exchange of gunfire, transported to a local hospital and then to OU Medical Center in Oklahoma City for treatment. When released, he will be returned to Woodward County Jail pending charges.
