Norman, was appointed ODOT’s Director of Capital Programs, the first woman director to hold the position among senior staff members. She served as the Environmental Programs Division Engineer since 2007, having previously been the Planning & Research Division Engineer.

            A native of Broken Arrow, Sullivan has been with ODOT since 1988 when she first came to work as a summer engineering student at the Sand Springs Residency. She moved to the Bridge Division as a student engineer and in 1991 joined the Engineer-in-Training Program.

            After a stint as an EIT in Tulsa, she moved to the Planning Division in Oklahoma City from 1994 to 1999. Following a brief assignment as an Engineering Manager in Roadway Design, she was promoted to Assistant Planning & Research Division Engineer in 2000, then Division Engineer where she remained until becoming Environmental Programs Division Engineer.

In her new position as Director of Capital Programs, Sullivan will oversee ODOT’s Strategic Asset and Performance Management Division, Rail Programs, Facilities Management, Project Management and Local Government Divisions, along with the Waterways Branch in addition to the Tribal Liaison Program. She replaces John Bowman, who is retiring.

            Sullivan has a Bachelor of Science degree in Civil Engineering from the University of Oklahoma and has been a Professional Engineer since 1995.

            She and her husband, Kenny, have two boys, two girls and three grandchildren
