City of Broken Arrow staff will present the proposed operational plan for the City’s new refuse collection service to the Broken Arrow Municipal Authority (BAMA) at its March 3 meeting. The meeting immediately follows the regular City Council meeting, which begins at 6:30 p.m. in the City Council Chambers at City Hall, 220 S. First St. in Broken Arrow.
On Nov. 5, 2019, the Authority, which is comprised of the five City Councilors and oversees the City’s Sanitation service, unanimously approved the adoption of the new collection system for Broken Arrow’s more than 33,000 residential solid waste customers. The new system moves collection to once-per-week for customers and will utilize two carts – one each for trash and recyclables.
“We are excited to make this transition,” said City Manager Michael Spurgeon. “The operational plan we’re presenting includes the best practices for our new trash and curbside recycling service based upon our own pilot programs and other research. As soon as the Authority approves a plan, we will begin creating a complete public education campaign to inform our residents on all the changes happening and any actions they may need to take.”
The new collection system is scheduled to begin in September 2020.
The monthly rate for sanitation services will remain $15.50 per customer. No changes to the sanitation rate is planned.
The operational plan calls for the City’s collection to occur Monday-Thursday each week. When a City holiday affects the collection schedule, collection for all customers that day and after will move forward one day, ensuring all customers will have their trash and recycling collected each week. The City will notify customers in the coming months which day will be their regular collection day.
For trash, each customer will be issued a black 96-gallon cart, with the option of a 64-gallon cart available. Customers may change their cart size for free once each calendar year. A second trash cart will be available to customers for a nominal monthly fee if they already use a 96-gallon cart.
For recyclables, each customer will be issued a blue 96-gallon cart. A second recycling cart will be available for no additional charge. Customers may decline the recycling cart.
Two levels of accommodation services will be available for physically limited customers. Cart-based Garage Door service will be available with a doctor’s note and for customers age 72 and over. For those unable to use a cart at all, side or front door pick up will be available with a doctor’s note. Each application will be evaluated on a case-by-case basis.
Yard waste, such as grass clippings and leaves, will continue to be collected as long as they are in clear plastic bag or kraft paper. Sticks and branches may be bundled together in 2 foot by 4 foot bundles. Up to 20 bags and bundles will be allowed each week. A yard waste diversion program will continue to be studied through Fiscal Year 2021.

Dec. 5, 2017: BAMA approves Committee recommendation to conduct two concurrent recycling pilot programs encompassing 500 customers each.
January-May 2019: Pilot programs conducted and consultant drafted report which was sent to the Citizens Recycle Committee members.
Sept. 17, 2019: Consultant report and Citizens Recycle Committee recommendation presented to BAMA.
Nov. 5, 2019: BAMA adopted the committee’s recommendations with amendments proposed by the City Manager and directed staff to proceed with implementation.
